Release 21.3.0. First release preparing for MC18. This release is based on 21.0.37, 
but also contains a number of code changes to remove old `FADS` code and some
clean-up of the UserActions code.

This is the first git-based 21.0-mc16a tag. It includes FT0-violating MR: !4351 (egamma chains) and !3902 (fix idperf Zmumu, JPsi).

AthDerivation cache, intended for production of DAOD_PHYSVAL for physics validation of AthDerivation. NOT TO BE USED FOR BULK PRODUCTION.

This release is needed to be used online next week.

First 21.2 AthDerivation build.

- NTUP_PILEUP for MC16c
- production of test samples to ensure AthDerivation is in a good shape
- exercising the git-based procedure.
