`Database/AthenaRoot/RootAuxDynIO` is not part of the `21.0` branch,
so it does not need to be included in Projects/AthSimulation/package_filters.txt`.
This will fix a minor warning during the `cmake` stage of `AthSimulation`
builds.

The `AtlasPyFwdBwdPorts` installation fails in `AthSimulation` project
installations due to it not being able to find `pytest-runnger`.

This commit adds a version of `pytest-runner` and its dependency
`setuptools_scm` to `AtlasPyFwdBwdPorts`. This fixes ATLINFR-2114.

This commit completes the changes to allow `InDetByteStreamErrors` to
be dropped from `AthSimulation` builds by hiding the dependency of
`TRT_ConditionsServices` on `InDetByteStreamErrors` when building the
`AthSimulation` project. Fixes ATLASSIM-2403.
