Added dummy input file just to avoid warning in TrigTLAMonitorAlgorithm.py, which need to be changed for a valid TLA input file.
Note also that trigger is not yet tested and ReadHandle is not used, hence warning in TrigTLAMonitorAlgorithm.cxx

Entered TrigTLAMonitoring package with the necessary files (inspired from the TrigBjetMonitoring package)

TileCalibBlobObjs: Add protection against bad value in DB (ATLASRECTS-7075)

Protection against bad values in DB has been added in TileCalibDrawerOfc
to avoid FPE if one requests OFC for bad (very big) phase.
