Improve prefetch cache defaults (CORALCOOL-3018)

Improves prefetch cache control in CoralServer. This has been tested for about 1 year in a special patch to a branch 3_1_6 at Point1 and it helps a lot with fetching many-row results via CoralServer. Would be nice to finally merge it into CORAL master.
