Fixing memory leaks in CaloGeometryFromFile, FastCalSimSvcV2, TFCSPCAEnergyParametrization and TFCS1DFunctionHistogram. ATLASSIM-3320

Added wiggles in hit to cell assignment in FastCaloSimSvcV2.

Updates to use FastCaloSimCaloExtrapolator tool. Adding related variables to the hit ntuple.
