'add xAOD converter for RAWtoCOST' (TrigCostMonitor-01-20-11) 

    * Manually schedule xAOD::EventInfo conversion when doing RAWtoCOST. Auto conversion broke in 20.7.3
    * Tag TrigCostMonitor-01-20-11
