Properly declaring the linking of the code for CMake (VxJetVertex-00-04-08)

	* Made the library link properly against xAODTracking with CMake.
	* Made the library link against AthLinks instead of DataModel
	  with both CMT and CMake.
	* This is all needed to be able to enable -Wl,--no-undefined in
	  the CMake build.
	* Tagging as VxJetVertex-00-04-08
