Updates were done for:

1) TrigDataAccess: remove immediate retrieval of ROBs when list of ROBs for prefetching is established and retrieve for HECCAL
   always all ROBs for complete side A or C when requested
2) HltROBDataProviderSvc: return to  previous implementation of addROBData in the HltROBDataProviderSvc and consult RobRequestInfo
   object from TrigSteering before rertieving ROBs in getROBData (same fixes for TrigROBDataProviderSvc)
3) TrigSteer: provide RobRequestInfo object to ROBDataProviderSvc
4) HLTTestApps: provide emulation of DCM ROB retrieval strategy and allow to assess ROS hit rates when a ROS-ROB mapping is provided

CondCont::insert now returns a StatusCode, which may be DUPLICATE.

Change CondCont::insert to return a StatusCode.
If we try to insert a duplicate range to a CondCont, do not modify
the container.  Instead, return a custom DUPLICATE status code (which is
classified as Success).
