Added a pre-configuration script to AthDataQuality, to make the WorkDir project functional on top of it.

This was needed to automatically set up the same LCG version for the client project that was used
while building AthDataQuality itself. For all other projects this setting is done in the externals
base project, but since AthDataQuality doesn't have such a thing, it has to be done here.
