Make all 2024 runs use latest UT alignment for offline analyses

Online flush has already been tagging new runs with the latest UT alignment. However, in order to have offline analyses with older runs pick up this alignment, we need this MR to tag all 2024 runs to use these new conditions, and I believe the first 2024 run is 284099.
