Draft: Added the YAML to VP for dealing with bad areas of sensors (dead or low efficiency)

David Hutchcroft requested to merge dhcroft-Run3Ideal-VPEffMap into sim10/run3-ideal

Added the YAML code to allow both an efficiency map of the sensors to be added in 16x16 pixel squares (~140k floats) and a list of 16x16 groups of pixels to kill for simulation of temporary sensor issues.

This will be read by lhcb/Boole!601 but can be updated independently of that change.
