Add Tell40Links (fake) conditions for FT test runs
With the introduction of Tell40Links support in FT decoding, some tests are failing because they do not have the right conditions (see lhcb/LHCb!4096 (comment 6710902)).
This MR introduces Tell40Links conditions for the missing runs 250946 and 251217, but since the original information is difficult to retrieve (if possible at all) I just declared all and only the FT Tell40Links as enabled. In any case those runs are only needed for testing.
