Draft: Add a real-data hlt2_and_spruce bandwidth test to the schedule

Goes with lhcb-datapkg/PRConfig!433 (merged) and lhcb/Moore!3644 (merged)

We can comment out Moore_hlt2_bandwidth to make space for this if needs be.

Plans have changed: we'll just have a single main bandwidth test that runs on data, so we don't need to add a new one to the schedule.
