add a Sprucing rate/size test to schedule

Add a Sprucing test for rate/event size of lines to schedule, see lhcb-dpa/project#90.

This test needs to be run in nightlies and should be able to trigger by /ci-test.

Requires lhcb-datapkg/PRConfig!220 (merged) LHCbPR2HD!210 (merged).
