Run 20xx-patches slots only on Monday

Many branches have very few changes. Ideally we would have a hook which checks if anything changes. This merge request reduces the number of times the 20xx-patches slots are run to only Monday.

Of course the day is up to discussion and more slots can be treated like that. This is mainly a demonstrator.
