Add new 2023 HLT2 bandwidth test to BandwidthTestHandler

Small modification to allow BandwidthTestHandler to pick up the new test.

Needed for lhcb-datapkg/PRConfig!316 (merged). Goes also with lhcb/Moore!2463 (merged) and LHCbNightlyConf!1051 (merged).
