Retire hlt2_2023_bandwidth test
Goes with LHCbNightlyConf!1132 (merged), lhcb/Moore!2845 (merged) and lhcb-datapkg/PRConfig!372 (merged)
Here we just remove any reference to this test as one that could possibly be running.

is a HLT2 Full stream output produced by hand a month or two ago.Moore_spruce_latest_bandwidth
uses the Full-stream output from the latestlhcb-master

test. The upshot of the former is that it can run over more events.The latter is a new development that we'll advertise soon.
