Improve slot caching of lhcb-master-ref slots

This removes requested_projects for lhcb-*-ref slots, such that all projects are built and not only a subset based on which projects were given to ci-test. This will fix trivial cache misses where only the requested projects differ but not the list of projects that were actually built. It will also improve cache hits as ref slots will uniformly build everything.
