Allow new platform ids when building against LCG nightlies

Marco Clemencic requested to merge clemenci/LbNightlyTools:92-improve-lcg-nightly-platforms-support into master

this MR change the way LCG_externals*.txt is used in the configuration: instead of the actual file name, it is considered a hint and any compatible file is actually used instead.

Closes #92 (closed) and LHCbNightlyConf#10 (closed)
