added precondition method to wait for a set of externals in LCG nightlies

Marco Clemencic requested to merge clemenci/LbNightlyTools:support-partial-lcg-nightlies into master

Instead of just waiting for the "isDone" stamp file, wait that in the LCG_externals_*.txt file the externals we need (a parameter of the configuration) are all installed.

For slots defined in configuration.xml we use a hardcoded list of externals.
