Draft: Add initial data tuples for Bd2RhoKst analysis

This production seeks to generate tuples for the B^0 \to \rho(770)^0 K^*(892)^0 analysis from collision data. This includes the full Run 1 and Run 2 collision data (years 11-18 and both polarities).

When ready:

  • Assign the merge request to you working group's DPA/RTA liaison
