2023 MC tuple making with corrected Beamline offset in hlt1

The beamline offset is not reading correctly from the conddb in hlt1, see lhcb/Allen#481 (comment 7471836)

Add the correction of beamline offset in HLT1, where the option is only available back to Moore v54r19

Substitue !819 (merged) and !835 (merged)
