Specify input raw event format for 2017 Tesla MC

This is needed for 2017 MC productions using Tesla.

I know that modifying existing options files is frowned upon in AppConfig, but the only user should be the productions, and these are broken because this options file is not sufficient. Whilst we could add a new options file instead, I'd rather modify the existing one as it keeps all the related values together.
