Options for first simulation with expected 2024 settings for pp collisions

These are the options for both magnet up and down for the best guess for 2024 pp collisions.

The choice of the setting of all beam parameters and collisions are described in lhcb/opg#28.

In practice what is set in these files is identical for the beam optics as what was prepared for expected 2023. Since the transerse position of the beam in 2023 had been set identically to that of 2022, these options end up being identical to those of 2023 but for the number of collisions per much crossing that is set to nu = 7.6 corresponding to the nominal L = 2 x 10^33 cm-2 s-1 for an assumed 2400 colliding bunches.
