Add stream definition for the main 2018 Turbo production

I decided not to touch TurboStreamProd at all. The CHARMXSEC stream is just "disabled" in AppConfig as is needed for the main 2018 production.

I don't think we need to remove the stream for 2018 MC as there is no streaming done, and it might be nice to have one options file for both the main and the charmxsec MC productions.
