Option files for 2017 Sim09 and improved beam parameters for pPb 2013

Adding DataType option files for various steps of Sim09 MC production.

Improved beam parameters for pPb and Pbp taken in 2013 Sim09 MC production. This change does not touch position of the beam so no SIMCOND change is needed.

As far as I could tell this merge request contains all changes we need for now to setup 2017 Sim09 MC productions so we can release after merge.
