Add CI for automatic deployment of the package when tagged

Michal Kreps requested to merge kreps_deployment into master

This adds all that should be needed to have the package deployed automatically after tagging the new version. @cburr, can you please check that what I did is correct and also cross-check that it will work correctly given that BcVegPy package goes into PARAM rather than DBASE.
