add a new decfile for pion decays in flight study

Vitalii Lisovskyi requested to merge vlisovsk_JpsiKpipi_munu into master

This simulates B->JpsiKpipi with forced pion decay and shortened pion lifetime. We use this for decay-in-flight background study in B->JpsiKmumu analysis and tuning of the muon ID classifier. We used this DecFile for a private test MC production already; now it's time to commit it to the official repo.
