Fix Bd_KSpi0=TightCut.dec to include soft photons

Change (KS0 -> ^pi+ ^pi-) to (KS0 => ^pi+ ^pi-) in tightCut.Decay to keep events with soft photons. This file has not been used in production so it's safe to make this change.
