Added new decfile for B->munugamma decay with PhSp model

The decfile added is very similar to 14511200 but uses a PhSp model instead of a physical model.

We need this decfile to provide efficiency maps for the Bc→µνɣ search that we are developing in the SL WG.

This is for a Sim09 production, but later we plan to use it also in Sim10.
