Draft: added cep g+g -> gamma+gamma

Murilo Santana Rangel requested to merge phn_gg2gammagamma_superchic2 into master

DecFile for background to ALP searches in PbPb UPC (proton-proton will be scaled to PbPb).

(In principle, once Superchic5 (or >3) is implemented, this can be replaced, but I think it is useful while this is not the case).
