Add new decfile for Lb_gammapKst

Add new decfile Lb_gammapKst,Kpi0=HighPtGamma,DecProdCut.dec to generate Lb -> gamma p Kst- with Kst- forced into K- pi0. Decay products should be in acceptance and includes a high pt cut on a photon in the signal decay.
