Add Lb_gammapK=TightCut.dec

Add decfile for Lb_gammapK PHSP decay with LoKi__GenCutTool requiring the charged hadrons to be in acceptance, the photon to have PT > 1.5 GeV and the pK mass to be < 3.15 GeV.

The last cut is applied to be able to generate PHSP events in the region of physics interest more efficiently. Offline we only go up to 3 GeV in m(pK) and the resolution is smaller than 15 MeV, so this gives a margin of more than 10 sigma.
