Update Xic0 lifetime in Xib -> Xic0 pi

As discussed with @kreps, I've added a new decfile (event type 16265035) to update the lifetime of the Xic0 to the PDG 2019 average for this decay mode. Otherwise it's unchanged from Xib_Xic0pi=DecProdCut (16265031).
