Replace the buggy DecFile

Vitalii Lisovskyi requested to merge vlisovsk_B2Kpsi into master

B -> K psi(2S) (-> e+e-)

The wrong syntax of ChargeConj, which leads to an unequal treatment of B+ and B-, is fixed. Old decfile is marked as obsolete.
