add new decfiles for Xibstar6327 and Xibstar6330 with tight cuts

This MR is to add four decfiles for excited Xib states, with tight generator-level cuts, based on 16468041 and 16468040.

These decfiles have been tested locally. The .xgen and .root files can be generated as expected, and the generator-level cuts are added sucessfully on the samples.
