Add decfiles for POWHEG ZZ->4l study

Add DecFile files for ZZ-> 4l study, which should wait for Sim10, as these signal are generated with POWHEG. This merge is same as top production

In this merge, there are five physics channels, which are

  1. ZZ-> mu+ mu- mu+ mu- (42114000) :

  2. ZZ-> e+ e- e+ e- (42124000) :

  3. ZZ-> mu+ mu- e+ e- (42124010) :

  4. Z-> mu+ mu- (42112005) :

  5. Z-> e+ e- (42122005) :

The merge of POWHEG grid files of ZZ to PowhegboxData package is ongoing, as listed here.
