New dec file Xic_Xipipi Downstream
Adds a new dec file for \Xi_c^+\to\Xi^-\pi^+\pi^+ where the \Xi^- either decays inside the active area of the Velo or outside.
The GCTAU and endvertex cuts have been tuned accordingly.
