New Bc decfiles and option files for Sim10

Liupan An requested to merge lan/BcUpdatesSim10 into Sim10

To add new decfiles and option files following the BcVegPy updates for Sim10. My local test with Gauss v55r0 is successful, but the pipeline test of run-gauss failed. I'm not sure if this is due to the incompatible Gauss version used for the test.
