New decfile to optimize efficiency for q g -> gamma q process.

Gamma production from inverse Compton process q g -> gamma q. Adaptation from inclusive gamma production gamma,pt=1GeV,5GeV.dec including additional eta and pt cuts for the gamma and requiring the quark is in the LHCb acceptance. These changes increase simulation efficiency by a factor of 5 compared to the original decfile. In addiction, the quark and initial gamma is kept in the MCParticle container, needed to access the gluon Bjorken-x. The decparser indicates an error "Unknown cuts LoKi::FullGenEventCut/twoToTwoInAcc on line 6.". However, this cut has been used in several gamma and dijet decfiles. The error appears in these decfiles as well but don't compromise the execution of the decfile.
