Add throughput test for hlt2_fast_reco to nightlies

Add thoughput test scripts/benchmark-scripts/Moore_hlt2_fast_reco_baseline.sh to nighlites.

Corresponding to lhcb/Moore!563 (merged), add options to reduce the redundancy for hlt2 tracking reconstruction.
