Get access urls from dirac and new options files

The goal is to be able to run dirac commands during a Moore job, to obtain the right files to run over. At the moment, FilesFromDirac.py runs fine when first doing lb-run Moore/latest bash, but not without that. For the jobs that are added, this is not a problem, they run as expected as long as a grid proxy is present.
