[RTA/DPA BW tests]: Use new 2024 HLT1-filtered min. bias in bandwidth tests

Goes with lhcb/Moore!2875 (merged)

This MR changes the input options file for the Moore_hlt2_bandwidth.sh test to use the new 2024 HLT1-filtered minimum bias sample that has just become available. Most of the work is in the Moore MR.

I also add this sample to the TestFileDB while I'm here.

Follow-ups:

• Remove muon_decoding_v2 and old calo options from spruce_latest test once a new input file has been made of modern HLT2 output (i.e. day after this is merged)
• Assess residual difference between Moore_spruce_bandwidth and Moore_spruce_latest_bandwidth. I expect them to get closer together. The former should in any case be either updated to the new inputs (aligned) or removed altogether.
