Draft: Enable multi-thread for Sprucing throughput test (not for merge)

Work towards lhcb-dpa/project#300.

Include this MR and lhcb/Moore!3093 (closed) in a ci-test so that the Sprucing throughput test will be run multi-threaded and the original throughput number will be restored.

NOT for merge, test only.
