Add sample for fast run change test of HLT1

Two modified MEPs that are originally from run 292860.

• In the first MEP the TCK requested by ODIN has been updated to 0x10000001, which is used for the test
• In the second MEP the TCK requested by ODIN has been updated to 0x10000002 and the run number to 292861
