WIP : add HLT1BestThroughput Extreme scenario case

add an extra throughput test for the most extreme scenario case we can think of nowadays. Tight and fast Velo tracking with Cuts and decoding and doing tracking without backward modules. FYI : @cattanem , @chasse , @maszyman , @gligorov , @cofitzpa

This test can be possible after lhcb/Brunel!596 (merged) and lhcb/Rec!1335 (merged)

@maszyman , is there a way to schedule this test among the ones we see popping up in the mattermost channel and make it run only in one slot? I know adding a new one can slow down things.

The test name should probably be : HLT1 BestThroughput Extreme Fit

I don't know who i have to assign the MR in PRConfig.
