monitoring and 23 lumi fix

Nicole Skidmore requested to merge monitor_lumi into master
  • Adds
run_default_monitoring.bind(run=False)

to excl sprucing productions as monitoring algs are not required and we can save on throughput.

  • Amends the 2023 lumi processing so that two ODID banks does not crash the job (thanks to @cburr)
