[master] Remove Python 2.7 support

Chris Burr requested to merge cburr/LHCbDIRAC:bye-bye-py2 into master

The docs still need updating but other than that this should be ready to go.

@chaen I've updated the container build I don't know what the implications are for k8s. I guess it's not a blocked as it's only used in certification?
