Sweeping !1155 from master to devel: [master] Don't install Tornado services

https://github.com/DIRACGrid/DIRAC/pull/5718 has made it so that the integration tests deadlock as the Tornado services are installed as if they're regular DISET services. As the URLs are now included in the CS it replaces the dips URL and the CI takes forever slowly retrying to connect to a service which doesn't exist.
