[v8r2] Several fixes in scripts and in Failover

This MR improves a few scripts, introduces a new script dirac-dms-register-bk2fc to register an existing file that is in the BK and not in the FC.

It attempts at improving the handling of requests to reset the input files Unused when a job fails, using the information returned by the TS.
